In the nineteenth century, rumour was a mode of appropriating politics for those who were legally excluded from it. It reveals the nature of interactions between those in power and ordinary citizens. The signals made from the summit of the State, or the space of political battles, were subject to all sorts of alterations which explain the condition of communication before the periodical revolution and the ascendancy of systems of political representations.
