  • Abstract: The Japanese did not establish a writing system until they were in contact with China. When they tried to imitate the bureaucratic and centralised model of Chinese administration, they borrowed from China to create an administration based on writing, with laws and regulations written in Chinese. The author proposes to comment on their choice of terms designating the organs of the administration, their translations into Japanese and the proposed translation system for French.
