Gilles Jacoud, « Jean-Baptiste Say au Tribunat »

Sous le Consulat, Jean-Baptiste Say siège plusieurs années au Tribunat. Attaché à la section des finances, il soccupe plus généralement des questions économiques. En tant que tribun, il rédige plusieurs rapports, dont lun sur le projet de loi relatif à la refonte des monnaies. Larticle présente son activité de tribun à une période où il voit encore dans Bonaparte un dirigeant susceptible de réorganiser le pays conformément à ses vues puis lorsquil prend ses distances par rapport à Bonaparte.

Under the Consulate, Jean-Baptiste Say sat on the Tribunat for several years. Attached to the Finance section, he was primarily responsible for economic questions. As a Tribune, he wrote several reports, notably concerning the proposal for a law regarding the reminting of coins. The article presents his actions as a Tribune when he first saw Bonaparte as a fitting leader capable of reorganizing the country and later, when he distanced himself from the selfsame.

Wladimir Andreff, « Edmond Malinvaud et la planification décentralisée »

Larticle retrace le contexte dans lequel Malinvaud sest intéressé à la planification, son séjour à la Cowles Commission et ses fonctions à lINSEE, puis resitue sa modélisation par rapport au modèle de socialisme de marché à la Oskar Lange et aux travaux consacrés à la planification optimale dérivée du tâtonnement Walrasien. Puis sont présentés les deux modèles de planification décentralisée de Malinvaud, lun pour la planification de la production, lautre pour la planification de la distribution. Ni lun, ni lautre nont influencé la 294planification française, passée entre temps au modèle FIFI, ni les réformes de la planification en cours en Europe de lEst à lépoque. Un parallèle est enfin établi avec Janos Kornaï, autre déçu de la planification en Hongrie, les recherches des deux auteurs quittant simultanément le champ de la planification pour converger vers léconomie du déséquilibre.

Wladimir Andreff, “Edmond Malinvaud and Decentralised Planning

The article first traces back the context where Malinvaud had his attention drawn to economic planning, including his work with the Cowles Commission and his job at the INSEE. Then his modelling of decentralised planning is placed in the wake of Lange s model of market socialism and all researches dedicated to optimal planning based on Walrasian tâtonnement. Two Malinvaud s model of decentralised planning are reminded, one for production planning, the other one for planning the distribution of goods and services. These models have not influenced either French planning (dominated by the FIFI model) or economic reforms of the planning system in Eastern Europe. The article ends up with establishing a parallel with Kornaï, disappointed with the experience of planning in Hungary; both authors have simultaneously left the research area on planning for elaborating on disequilibrium economics.

Arnaud Diemer, « Faut-il choisir une doctrine avant délaborer une théorie ? Retour sur un article dEdmond Malinvaud écrit en 1950 »

En lespace de deux siècles, léconomie politique sest érigée en véritable science, formulant des hypothèses, des postulats, un langage et une méthode scientifique. Si la théorie économique repose sur un appareillage technique de plus en plus sophistiqué, elle reste encore largement tributaire des écoles de pensée et des corps de doctrine. Larticle de Malinvaud, lun des pères de la macroéconomie en France, intitulé « Lexpérience travailliste et la pensée économique anglaise » (1950), constitue une excellente illustration de ces liens ténus entre théorie et doctrine. Son analyse permet de comprendre les discussions en matière dorganisation économique après 1945, le souhait pour 295certains économistes français de mieux comprendre lesprit du capitalisme anglais et son expérience planificatrice, et létat des connaissances en matière dhistoire des idées durant cette même période.

Arnaud Diemer, “Is it Necessary to Choose a Doctrine Before Developing a Theory? A Reappraisal of an Article by Edmond Malinvaud Written in 1950

After two centuries, political economy has become a science, formulating hypotheses, postulates, language and scientific method... While economic theory is based on an increasingly sophisticated technical apparatus (mathematics, models, econometrics), it still depends largely on schools of thought and doctrines. Malinvaud s article, entitled “L expérience travailliste et la pensée économique anglaise”, written in 1950, by one of the fathers of macroeconomics in France, is an excellent illustration of these tenuous links between theory and doctrine. Its analysis makes it possible to understand both the discussions on economic organization (planning vs. competition) in the aftermath of the Second World War; the wish of some French economists to better understand the spirit of English capitalism and its experience in planning; and the state of knowledge on the history of ideas during this same period.

Eric Bosserelle, « Stagnation séculaire ou phase B du Kondratiev ? »

Les débats récents menés autour de la thématique de la stagnation séculaire nous invitent, dans cet article, à faire retour aux ondes longues associées au nom de N.D. Kondratiev qui continuent de susciter lintérêt de nombreux chercheurs, en particulier depuis la crise de 2008. Cette actualité du Kondratiev est cependant marquée par dimportantes divergences entre auteurs portant, à la fois, sur lidentification de londe longue en cours et sur la nature de la phase qui caractérise la période contemporaine. Lenlisement des économies capitalistes dans une longue phase de difficultés (phase B) démarrée au seuil des années 1970, nous invite à établir un lien entre son étendue et lhypothèse de stagnation séculaire. Au vu des tendances qui ont été en œuvre au cours de ces dernières décennies, la question de la disparition du Kondratiev en tant quonde longue de croissance mérite dêtre posée.

Eric Bosserelle, “Secular Stagnation or Kondratiev phase B?

The recent debates around the topic of secular stagnation invite us, in this article, to get back to the long waves associated with the name of N.D. Kondratiev, which have kept on arousing many researchers interest, in particular since the 2008 slump. The topical relevance of Kondratiev is nonetheless marked by significant differences between authors that concern both the identification of the long current wave and the nature of the phase which characterizes the contemporary period. The long-lasting period of sluggishness and difficulties of capitalist economies (phase B), which commenced at the beginning of the 1970s, suggests the establishment of a link between its scope and the hypothesis of secular stagnation. Given the trends that have been implemented over the last decades, the question of the disappearance of the Kondratiev as a long wave of growth deserves to be raised.

Nicolas Piluso, « La place de lasymétrie entre entrepreneurs et salariés dans quelques théories post-keynésiennes »

En partant de la thèse selon laquelle la « révolution keynésienne » sappuie sur lhypothèse dasymétrie du rapport salarial au fondement de la théorie du chômage de Keynes, il semble utile danalyser la place dune telle hypothèse dans les grandes branches de lanalyse post-keynésienne. Les résultats sont contrastés selon le modèle considéré. Lasymétrie occupe une place centrale dans lanalyse du circuit. Elle semble importante mais implicite dans les modèles de croissance et du marché du travail. Enfin, elle est absente du modèle de type stock-flux cohérent, ce qui entre en contradiction avec lidée de soumission monétaire du salarié qui y est développée.

Nicolas Piluso, “The Place of Asymmetry Between Capitalists and Wage Earners in Some Post-Keynesian Theories

If we accept the thesis that the “Keynesian revolution” relies on the hypothesis of asymmetry of the wage relationship at the basis of Keynes theory of unemployment, it seems useful to analyze the place of such a hypothesis in major branches of post-Keysian analysis. Asymmetry is important but implicit in the different post-Keysian models. the latter would be more intelligible if they insisted more on the asymmetrical nature of the salary relation.

Laurent Dartigues, « Lesclavage public dans la pensée antique. Perspective politique et questionnement économique »

La démocratie contre les experts est un essai marquant. Il éclaire un aspect méconnu de lesclavage antique que lhistoire en général et lhistoire économique en particulier ont négligé au profit de lesclavage de plantation. Il porte aussi une réflexion sur la nature de démocratie, car les esclaves publics assurent les tâches administratives de la cité que la démocratie grecque place ainsi hors du politique. Elle interroge donc la démocratie actuelle qui privilégie ladministration des choses au gouvernement des hommes. Inversement, lhistoire économique peut utilement interroger la place et le rôle des esclaves publics qui participent à ladministration de la vie économique, en particulier dans le domaine du contrôle des monnaies. Et susciter ainsi un dialogue fécond pour ouvrir de nouveaux chantiers quant à la compréhension de lorigine des monnaies dans les cités antiques grecques.

Laurent Dartigues, “Public Slavery in Ancient Greek Thought. Political Perspective and Economic Inquiry

Democracy s Slaves is a remarkable essay. Not only does it illuminate a little-known aspect of ancient slavery that history in general and economic history in particular has neglected in favor of plantation slavery. But it also reflects on the nature of democracy, insofar as public slaves perform the administrative tasks of the city, which Athenian democracy places out of politics. The Greek solution questions the current democracy, which is more about the administration of things than the government of men. Conversely, economic history can usefully question the place and role of public slaves, particularly those responsible for controlling currencies, and encourage a fruitful dialogue to open new studies for understanding the origin of currencies in ancient Greek cities.

François Dermange, « Deux perspectives sur léconomie du don. Jacques Ellul et Paul Ricœur »

À la fin des années 1960, alors que la croissance bat son plein et promet le bonheur pour tous, Jacques Ellul et Paul Ricœur, deux intellectuels 298protestants engagés, dénoncent la société de consommation. Tous deux estiment quelle ne suffit pas à répondre à la quête dun sens et trouvent dans le don, la pointe de leur interrogation. Ils en tirent pourtant des conclusions opposées. Lun porte son accent sur la production et la consommation, lautre sur la distribution. Lun voit le don comme un signe eschatologique ; lautre veut inscrire la logique de la surabondance au cœur du réel. Lun dénonce le modèle économique comme une aliénation ; lautre tente de lorienter par une interrogation sur le sens. Dans leur écart et leur opposition, ces deux perspectives complémentaires nous invitent à repenser encore dans léconomie la place du don et léconomie elle-même.

François Dermange, “Two Perspectives on Gift Theory. Jacques Ellul and Paul Ricœur

At the end of the 1960s, when growth was in full swing and promised happiness for all, Jacques Ellul and Paul Ricœur, two committed Protestant intellectuals, denounced the consumer society. They both felt that it was not enough to respond to the quest for meaning and found in giving, the tip of their questioning. Yet they draw opposite conclusions. One focuses on production and consumption, the other on distribution. One sees gift as an eschatological sign; the other wants to inscribe the logic of superabundance at the heart of reality. One denounces the economic model as alienation; the other tries to orient it by questioning its meaning. In their divergence and opposition, these two complementary perspectives invite us to rethink the place of gift in the economy and, finally, the economy itself.
