Abstract: The mouthpiece of militant reactionaries hostile to the new mercantilist ideas, Villalba refutes the “bourgeois” theses of aid reform proposed by the doctor Cristóbal Pérez de Herrera in his Amparo de pobres (Madrid, 1598). Over a hundred pages in length, this refutation alone proves that the incriminated reform was far from appearing anodyne.
