Abstract: “Speak before acting, but speak to act”. This could be the motto which led Aristide Briand, reporter of the law of separation between the Church and State, to conceive of firm but balanced legislation. He developed a political discourse founded on the imperative of majority rule, singular rhetoric, and a lexical language with specific vocabulary. This allowed him to bypass numerous of the difficulties associated with the application of this law, voted in nonetheless with a comfortable majority.
