Jusque dans les années 1970, les droites étaient très majoritaires en Bretagne. Cependant, à partir de la fin des années 1990, les forces de gauche obtiennent des victoires significatives aux élections nationales, régionales et locales. Comment expliquer ce grand basculement ? Quels sont les facteurs politiques, économiques et culturels pouvant expliquer cette dynamique électorale ?

Elections in Brittany : the Great Swing
Until the 1970s, the conservative political forces were dominant in Brittany. However, left-wing political forces obtained significant victories in local, regional and national elections from the late 1990s onwards. How to explain this major shift ? What political, economical and cultural factors can explain this lasting change in election outcomes ?

Grande figure de parlementaire catholique, le marquis de La Ferronnays incarne une culture politique, marquée par le royalisme et le catholicisme intransigeant, longtemps influente en Bretagne. Sa trajectoire biographique rend compte de la fidélité à la tradition qui s’impose à ce représentant illustre de l’aristocratie bretonne, acteur central de la vie politique dans le département de Loire-Inférieure durant la première moitié du xxe siècle.

A French Catholic royalist member of parliament : the Marquis Henri de La Ferronnays (1876-1946)
A major Catholic parliamentary figure, the Marquis Henri de La Ferronnays personifies a brand of political culture marked by royalism and intransigent Catholicism which long carried considerable weight in Brittany. His biographical trajectory witnesses to a fidelity to tradition which is self-evident for such a distinguished member of the Breton aristocracy who was a key political protagonist in the departement of Loire-Inférieure during the first half of the 20th century.

Christian Bougeard, « Les socialistes en Bretagne, étapes et facteurs d’une implantation régionale réussie (1905-2012) »
L’histoire de l’implantation des socialistes, de 1900 à 2012, est celle du passage d’une terre de mission, dans une région catholique votant à droite, à un bastion édifié par le PS. La SFIO s’est d’abord appuyée sur la culture républicaine laïque jusqu’aux années 1950. Puis, le PSU a élargi son audience vers de nouveaux milieux sociaux, rénovant un courant politique en crise dans les années 1960 et servant de tremplin à une nouvelle génération militante conquérante dans les années 1970-1980.

Socialists in Brittany: stages and factors of a successful regional establishment (1905-2012)
Socialism history in Brittany is a shift from a mission land in a Catholic region which voted for the right, to a political stronghold built by the Socialist Party (PS). SFIO first relied upon the secular republican culture until the fifties. Then, the United Socialist Party (PSU) expanded the Socialist audience to include new social backgrounds, thus renewing a political movement in crisis in the sixties, and offering a springboard for a new generation of activists in the 1970s-1980s.

Tudi Kernalegenn, « Bretagne, fragile bastion de l’écologie politique »
La Bretagne est souvent considérée comme un bastion écologiste. Pourtant, malgré leurs scores électoraux notables, les Verts bretons sont peu présents
dans les institutions. Si les écologistes ont, ces dernières décennies, favorisé l’évolution de la région vers la gauche et d’une gauche intégrant une sensibilité environnementaliste et régionaliste, ils n’en restent pas moins une force politique secondaire à cause de leurs divisions internes historiques et de la forte domination du PS.

Brittany, a fragile stronghold of political ecology
Brittany is often seen as an ecologist stronghold. Yet, despite their significant electoral results, Breton Greens are hardly present in the institutions. If the ecologists, during the last decades, have fostered the evolution of the region to the left, and a left incorporating an environmentalist and regionalist sensibility, they are nevertheless a secondary political force because of their historical internal divisions, and because of the strong dominance of the Socialist Party.

Frédéric Le Moigne, « Mgr Roques, Éminence MRP »
Le cardinal Roques, archevêque de Rennes, est un clair soutien du MRP, surtout en 1945-1951. Or d’autres évêques de la région sont convaincus que l’enseignement privé est mieux défendu par les conservateurs (PRL, gaullistes). La différence de stratégie culmine lors de la grève de l’impôt en 1950. Le vote des lois Barangé et Marie impose alors une logique d’unité que l’on retrouve dans l’Association parlementaire pour la liberté de l’enseignement et au sein de la hiérarchie catholique.

Mgr Roques, an MRP Cardinal
Cardinal Roques, Archbishop of Rennes, has clearly supported MRP, especially during 1945-1951. His views are not shared by some other bishops in the area, who are convinced that private education is better advocated by the conservative groups (PRL, Gaullists). The divergence in strategies is highest during the tax strike in 1950. The voting of Barangé and Marie Laws then imposes a logic of unity to the Association parlementaire pour la liberté de l’enseignement and the catholic hierarchy.

Sara Teinturier, « Les métamorphoses du catholicisme breton au xxe siècle. L’exemple de l’enseignement privé à Nantes »
La question scolaire traverse le xxe siècle. À Nantes, elle revêt une acuité particulière, s’appuyant sur un terreau catholique vivace profondément transformé au cours du siècle. Trois configurations sont repérables autour de l’enseignement privé : à un catholicisme intransigeant souvent confondu avec la droite monarchiste, succède le temps d’un catholicisme de contestation, en phase avec l’enracinement de la gauche dans la région. Enfin, le retour d’un catholicisme identitaire est rendu possible dans une société nantaise aux valeurs plurielles.

God has changed in Brittany. The Catholic Schools in Nantes in Twentieth Century.
The schools issue took place over the Twentieth Century. In Nantes, this matter took a particular importance given the strong roots of Catholicism in this region and the links it has with social and political background. Three main stages can be identified, forming three different configurations. The first one is characterized by a defensive Catholicism, whose composition and action coincide with the monarchist right wing ; when the influence of the left grows, a Catholicism protest becomes important inside the Breton Church itself. Finally, in the Breton plural society, the identity character of Catholicism is made stronger.

Vincent Flauraud, « Militantisme jaciste et engagement à gauche. Le “laboratoire” breton »
Une partie des anciens militants de la Jeunesse agricole catholique (1929/1933-1961/1963), très implantée en Bretagne, s’est engagée à gauche dans les années 1960-1970. L’imprégnation par le message catholique-social de la JAC semble avoir été moins déterminante dans cette orientation que l’apprentissage d’une expérience militante ou l’incitation à analyser son milieu et à servir la Cité dans une conjoncture de sécularisation et de recomposition de la gauche.

A part of the former activists of the Jeunesse agricole catholique (1929/1933-1961/1963), a widespread organization in Brittany, took a left political turn in the 1960’s and 70’s. When this turn occurred, the social-catholic message seems to have been less determining than the apprenticeship of a militant experience or the encouragement to analyse its background and to help the city in the general context of secularization and reshuffling of the left.

François Prigent, « Les paysans socialistes bretons au xxe siècle »
L’affirmation d’un groupe de petits paysans laïques correspond à un « moment Tanguy Prigent » (années 1930-1950), mais, à partir des années 1960, les mondes socialistes et ruraux se rapprochent. Le décrochage partiel du bloc conservateur s’effectue en lien avec les recompositions du paysage syndical agricole, du MODEF au CDJA. De la génération Bernard Lambert aux mandats électoraux assumés par Bernard Thareau, les socialistes reconfigurent leurs réseaux sur ces enjeux décisifs en Bretagne.

Socialism and agricultural unionism in Brittany during the 20th century
The assertion of a group of secular small farmers is equivalent to a “Tanguy Prigent moment” (1930s-1950s), but, since the 1960s, there is a rapprochement between the Socialists and the rural world. The partial stall of the Conservative is connected with the reorganisation of the agricultural trade union scene. From the Bernard Lambert generation to the electoral mandates assumed by Bernard Thareau, Socialists reconfigure their networks on these highly decisive issues in Brittany.
