Abstract: The subject of the Arab League can be contextualized historically, socially, and culturally according to a multidimensional complexity. The first, universal challenge is the organization’s ability to adapt to the different epistemic frames of reference inherent in supranational action. The second, regional challenge revolves around the ties formed between the nation-state, the Arab League, and peoples. The problem under examination here relates to the issue of citizen participation in the presence of an organization that strives for innovation.
