Abstract: A meeting of the Chamber of Deputies and the Senate, the National Assembly has a temporary and singular presidency thanks to its exceptional character. This reinforces the customary senatorial pre-eminence and incarnates a compensation to the detriment of the executive. Revealing of the original characters of the Third Republic, it testifies to the dominance of the Senate over public powers and over a constitutional revision which is paradoxically supple and impossibly profound.
