Abstract: The president of the Bundestag is at the second level of the federal Republic, ahead of the Chancellor. If he sees himself in a “similar role to an orator of his class”, we can add the expectations of the population of the Parliament “in its capacity as the forum of the nation”. This argumentation thus defines the dual role of the president of the Parliament: the highest representative of the people’s representation, he acts as the representative of the sovereign and mandatory will of the deputies appointed by the people.
