  • Abstract: Can the law of war and peace be cosmopolitan? Can a philosophy that sees individuals, but not states, as moral agents provide a basis for a theory of just war? The article examines the approach of "moral cosmopolitanism" developed by Cécile Fabre. It considers some difficulties raised by the reduction of moral relations between states to relations between individuals, in particular with regard to individual responsibility and the role of legitimate authorities.
